Around 5,000 new homes in Tunisia under the rent-to-own system, at a cost of 750 million dinars.
Is the dream of owning a world-class home now possible in Tunisia?
Will the housing crisis in Tunisia begin to end in 2026?
For the first time in years, Tunisia has launched a new housing plan that aims to achieve a difficult balance:
Reducing costs while enabling families to own homes.
With the launch of the 2026-2030 development plan, Tunisia enters a new phase in its housing policy based on the philosophy of:
Achieving social entitlement through economic means.
The goal?
To resolve the housing crisis, which has been exacerbated by rising prices, difficulty in obtaining loans, and demographic pressures revealed by the results of the 2024 General Population and Housing Census.
The numbers speak for themselves: approximately 5,000 housing units are planned for construction under the rent-to-own system during 2026-2030, with a total project cost of 750 million Tunisian dinars, at a rate of 1,000 units per year.
The first phase in 2026: 1,213 units, distributed across 11 governorates, at a cost of 212 million dinars.
What does rent-to-own mean?
A formula that allows families to rent for a specific period and then gradually acquire ownership without the need for a heavy traditional loan.
Tunisian President Kais Saied stressed that housing is a constitutional right and called for public institutions to regain their social role, particularly the National Real Estate Company and the Social Housing Promotion Company.
Prime Minister Sarah Zafrani Zanziri affirmed that 2026 will be the year for implementing practical tools to facilitate homeownership for low- and middle-income groups.
Within the special social housing program: Approximately 2,926 new housing units at a cost of 65 million dinars
- Construction of an additional 913 housing units at a cost of 16 million dinars
- Demolition and replacement of 90 substandard housing units
- Completion of 216 social housing units in Manouba
- Commencement of construction on 3,100 social housing units at a cost of 270 million dinars
- Calls for tenders for the construction of 1,900 housing units at a cost of 210 million dinars
Total for the second phase:
Approximately 5,000 social housing units at a cost of 480 million dinars
Funding sources are as follows:
- Approximately 38 million dinars in loans through the Housing Promotion Fund for employees
- Approximately 25 million dinars for financing rent-to-own programs
- Approximately 15 million dinars for the First Home program
- Approximately 10 million dinars for improving and maintaining existing housing stock
Why this large-scale project now?
The 2024 census results revealed that:
- The housing stock is approximately 4.2 million dwellings.
Number of households: 3.4 million.
- About 75% of Tunisians own their homes.
However, two-thirds of the population lives in the coastal strip, which represents only 10% of the country's area.
Approximately 80% of economic activity is concentrated in these areas.
Around 82% of housing units are built through self-construction, not by real estate developers.
This indicates a structural imbalance in the formal housing supply.
The government has already begun allocating state-owned land for social projects, including:
• Mornaguia (12 hectares)
• Mghira (4 hectares)
• Bouchema – Gabes (24 hectares)
• Raoued (2.38 hectares)
While continuing to issue land transfer orders in other governorates.
